BLM Ownership layer is working

This Custom WMS server layer seems to be working for BLM Ownership.

Right, the Ownership Layers works with BLM data only -- before it contained USFS, NPS and other data.  A new install of TF includes this BLM-only string for land ownership.  It's just unfortunate that they removed a lot of the useful data from it.

For a while they kept a backup server with the old data, but that disappeared.  I have tried to find another source, but have been unsuccessful so far.
