Archived Support / Automation error at start up

I am getting a Topofusion 2.5 error:

Procedure: Load
Line Number: 891
Error Number: -214741848
Description: Automation error
The object invoked has disconnected from its clients. Â
After that Topofusion opens but there is no map loaded. I only get this problem when a restricted user trys to open Topofusion. Â The local admin and a Super User can open Topofusion without an error. Â I figure its a permissions issue but I gave the C:\PF\Topofusion folder "modify" rights but that didn't fix the problem. Â Any ideas?
I tried deleting the ini file and recreating it but that didn't work.
