Not working on Windows 95

When I installed TopoFusion I got the error message about gpsmaster.ocx failed to register, so I upgraded DirectX to 8.0 and tried again.  However, I still get the same error.  Is there another step to go through on Win95?

There shouldn't be any other step required to get it to work on win 95.  Did the DirectX install complete successfully?  I know at some point in the DirectX development they stopped supporting 95.  But DX 7 is all that's required for TF.  

Do you know if you have openGL drivers?  One thing to try is updating your video drivers, then installing.
