Title: crash in GOVSS analysis

an input of "1:00" (meant to be 1 h) in the time field for the Threshold Power (with a distance of 12.8 k) yields a runtime error 13 and TopoFusion crashes.

Thanks for the report on that!

1:00 would be interpreted as 1 minute, not one hour.  But it obviously shouldn't crash!

I fixed it so it takes it as 1 minute.  For one hour use "1:00:00".
